Important Information for Newcomers 新移民重要資訊 Al l-in-One Guide to Calgary 2022 香 港 通 途 Hong Kong Pathway Canada Government Launches Permanent Residence Pathways for Hong Kong Residents In response to the passing of the Hong Kong National Security Law, the Canadian Federal Government launched three Hong Kong Pathways (known as“Lifeboat Scheme”) , allowing Hong Kong people to obtain local permanent residency through study or work visas. Open work permit program Under a temporary public policy (“Immigrating to Canada from Hong Kong Policy”) , Immigration, Refugees and Citizenship (IRCC) announced a new initiative that Hong Kong residents can apply for new open work permits. This public policy takes effect on February 8, 2021 and expires on February 7, 2023. According to the special measures, foreign nationals who hold either a Hong Kong Special Administrative Region (HKSAR) or British National Overseas (BNO) passport are eligible to apply for an up to 3-year open work permit, in order to apply for permanent residency in Canada. However if your passport expires before the 3-year period, the open work permit will be valid up until the expiry of your passport. To be eligible under this program, the applicant must have graduated with a Canadian post-secondary diploma or degree in the last 5 years, or hold an equivalent foreign credential. A post-secondary diploma program must be a minimum of 2 years and a graduate and postgraduate studies must be a minimum of 1 year. If you got a post-secondary, graduate or post-graduate diploma outside Canada, you must provide an Educational Credential Assessment (ECA). Hong Kong residents currently in Canada temporarily, including visitors, students and workers, can apply online from within Canada. Once approved, the applicant's spouse, common-law partner, as well as dependent children can also apply for a visa to enter Canada. Applicants for the relevant scheme must be Hong Kong residents who have reached the age of 18. The details of these two new pathways, include: 1. Stream A: For Hong Kong residents who have studied at Canadian post-secondary institutions. To qualify for this scheme Hong Kong residents must have completed one of the following educational credentials at a post-secondary designated learning institution in Cana-da in the last 3 years, and they must have done at least 50% of their program of study (in person or online) while in Canada: ˙degree (bachelor’s degree, master’s degree or doctorate) ˙diploma from a program that is at least 2 years in length ˙graduate or post-graduate credential (for a diploma or certificate) from a program that is at least 1 year in length; in addition, the program must require a post-secondary degree or diploma, which must have been earned no more than 5 years before starting the graduate or post-graduate program. 2. Stream B: For Hong Kong residents who have one years’work experience in Canada in the last three years. To qualify for this scheme Hong Kong residents must have at least 1 year of full-time work experience (or the part-time equivalent, that is, at least 1,560 hours in total) in Canada in the last 3 years; they must also have completed one of the following at a post-secondary learning institution in or outside Canada in the last 5 years: ˙degree (bachelor’s degree, master’s degree or doctorate) ˙diploma from a program that is at least 2 years in length ˙graduate or post-graduate credential (for a diploma or certificate) from a program that is at least 1 year in length; in addition, the program must require a post-secondary degree or diploma, which must have been earned no more than 5 years before starting the graduate or post-graduate program.
